King Darius of Persia.

    General guidelines for citizens (from Romans 13):
    1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. 3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, 4 for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer. 5 Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience. 6 For because of this you also pay taxes, for the authorities are ministers of God, attending to this very thing. 7 Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed.

    Sometimes there are special circumstances (Acts 5):
    26Then the captain with the officers went and brought them, but not by force, for they were afraid of being stoned by the people. 27 And when they had brought them, they set them before the council. And the high priest questioned them, 28 saying, "We strictly charged you not to teach in this name, yet here you have filled Jerusalem with your teaching, and you intend to bring this man's blood upon us." 29 But Peter and the apostles answered, "We must obey God rather than men. 30 The God of our fathers raised Jesus, whom you killed by hanging him on a tree. 31 God exalted him at his right hand as Leader and Savior, to give repentance to Israel and forgiveness of sins. 32 And we are witnesses to these things, and so is the Holy Spirit, whom God has given to those who obey him." - 25803

And hired counsellors against them, to frustrate their purpose, all the days of Cyrus king of Persia, even until the reign of Darius king of Persia.   Ezra 4:5 

Then ceased the work of the house of God which is at Jerusalem. So it ceased unto the second year of the reign of Darius king of Persia.   Ezra 4:24 

The copy of the letter that Tatnai, governor on this side the river, and Shetharboznai and his companions the Apharsachites, which were on this side the river, sent unto Darius the king:
They sent a letter unto him, wherein was written thus; Unto Darius the king, all peace.   Ezra 5:6, 7 

Then Darius the king made a decree, and search was made in the house of the rolls, where the treasures were laid up in Babylon.   Ezra 6:1 

And the God that hath caused his name to dwell there destroy all kings and people, that shall put to their hand to alter and to destroy this house of God which is at Jerusalem. I Darius have made a decree; let it be done with speed.
Then Tatnai, governor on this side the river, Shetharboznai, and their companions, according to that which Darius the king had sent, so they did speedily.
And the elders of the Jews builded, and they prospered through the prophesying of Haggai the prophet and Zechariah the son of Iddo. And they builded, and finished it, according to the commandment of the God of Israel, and according to the commandment of Cyrus, and Darius, and Artaxerxes king of Persia.
And this house was finished on the third day of the month Adar, which was in the sixth year of the reign of Darius the king.   Ezra 6:12-15 

And Darius the Median took the kingdom, being about threescore and two years old.   Daniel 5:31 

It pleased Darius to set over the kingdom an hundred and twenty princes, which should be over the whole kingdom;
And over these three presidents; of whom Daniel was first: that the princes might give accounts unto them, and the king should have no damage.   Daniel 6:1, 2 

Then these presidents and princes assembled together to the king, and said thus unto him, King Darius, live for ever.   Daniel 6:6 

Wherefore king Darius signed the writing and the decree.   Daniel 6:9 

Then king Darius wrote unto all people, nations, and languages, that dwell in all the earth; Peace be multiplied unto you.   Daniel 6:25 

In the first year of Darius the son of Ahasuerus, of the seed of the Medes, which was made king over the realm of the Chaldeans;
In the first year of his reign I Daniel understood by books the number of the years, whereof the word of the LORD came to Jeremiah the prophet, that he would accomplish seventy years in the desolations of Jerusalem.   Daniel 9:1, 2 

In the second year of Darius the king, in the sixth month, in the first day of the month, came the word of the LORD by Haggai the prophet unto Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Josedech, the high priest, saying,
Thus speaketh the LORD of hosts, saying, This people say, The time is not come, the time that the LORD's house should be built.   Haggai 1:1, 2 

In the four and twentieth day of the sixth month, in the second year of Darius the king.   Haggai 1:15 

And it came to pass in the fourth year of king Darius, that the word of the LORD came unto Zechariah in the fourth day of the ninth month, even in Chisleu;   Zechariah 7:1
